Take part in the Bayanihan movement in Schools Division Office of Santa Rosa City.
1. Bata, Bata Handa ka na ba? / Lahat ng Batang Rosenian Abutin at Kalingain
Conduct advocacy campaigns for early registration of Kindergarten and Grades 1, 7, and 11 learners, as well as for Oplan Balik Eskwela (OBE) for Kindergarten to Grade 12 learners for SY 2025-2026, including monitoring of both public and private schools. Monitor and evaluate the implementation of the Drop-Out Reduction Program (DORP) in 28 public schools, as well as the Open High School Program (OHSP), Madrasah Education Program (MEP), and Alternative Learning System (ALS). Additionally, gather and validate data on Key Performance Indicators (KPIs) in the same 28 public schools.
3. HANAP (Himukin ang mga Nagnanais Abutin ang Mga Pangarap)

Conduct of the following activities: -awareness campaign in the implemenation of inclusion program -procurement of assistive and adptive devices/equipment and manipulative materials -procurement of assessment tools
1. Project 4Bs (Batang Bumabasa at Bumibilang Bida sa Santa Rosa)
The program involves identifying the reading and numeracy levels of learners through the administration of PHIL IRI/CRLA in both English and Filipino, as well as the Rapid Mathematics Assessment (RMA) for Key Stages 1, 2, and 3. To support this, orientation, re-orientation, and information dissemination activities will be conducted for school heads, teachers, and learners through various platforms such as online sessions, face-to-face meetings, focus group discussions (FGDs), monitoring visits, official meetings, and memoranda. The initiative includes project implementation, provision of technical assistance, and continuous monitoring and evaluation to ensure effectiveness. It will conclude with a culminating activity, followed by a Post Implementation Review (PIR) and reporting of outcomes.
LEARN (Levelling up the Enthusiasm of Attaining and Regaining New learnings) 1.1 Project CURE (Correcting Underlying Reading Errors)
The reading levels of learners will be assessed using the Comprehensive Rapid Literacy Assessment for Grade 3 and the Philippine Informal Reading Inventory for Grades 4 to 10. School reading programs will then be implemented, focusing on remediation and intervention for low emergent readers and learners at the frustration level in both elementary and secondary levels. Finally, the analyzed results, including gains and gaps in reading performance, will be reported and presented at the Management Committee Meeting and CID/Division Performance Implementation Review, with recommendations provided.
1.2 Project 3Ps (Pag ahon at Pag asa sa Pagbasa at Pagsulat)
The CRLA will be administered to Grades 1-3 and the Phil-IRI to Grades 4-10 to identify learners' reading profiles. Based on these profiles, the School Reading Program will be implemented, aligned with the Division Reading Program. The results of the CRLA and Phil-IRI will then be analyzed and presented.
1.3 Science Reading Time
Utilization of Science articles and other materials.
1.4 Project Balitaan: Bridging Literacy and Awareness through Reading
The administration of Balitaan articles will be conducted through classroom-based instruction, covering current events, local and national celebrations, festivities, success stories, feature stories, and others. Monitoring of culture-based education integration will include checking of the Daily Lesson Logs (DLL) and assessment materials and articles. The project will be showcased quarterly at the school level.
1.5 TALL DAP
The TALL-DAP approach will be administered to monitor the reading readiness of Kindergarten and SNEd learners. The results will then be consolidated for analysis.
1.6 Project NSO (Numeracy Skills Observed)
The Rapid Math Assessment (RMA) will be administered to assess the numeracy skills of Key Stage 1, 2, and 3 learners. Technical assistance will be provided to schools struggling to address learners' numeracy gaps. A numeracy program will be implemented to address these gaps effectively.

1.8 Project TSEKK ( Tulong Sulong sa Edukasyong Kalidad para sa Kabataan)
Conduct of Remediation teaching for learners with difficulty in reading and writing
STAR-WAGI (Wastong Asal at Gawi ay Isabuhay)
"Istoryang WAGI" with reflections will be implemented, along with quarterly school-based Honesto/Honesta recognition. The Division will hold a culminating activity for the Filipino Values Month Celebration, and Homeroom Guidance monitoring will be conducted.
Project WEAL (Wellness through Exercises and sports to Achieve healthy Lifestyle)
The Division Seminar on Folkdance and Music for Teachers will include profiling of teachers and learners, pre-planning through meetings and conferences, and project implementation. It will also cover technical assistance, monitoring and evaluation, culminating activity, feedback and reporting, and recommendations for ways forward.
Ang PAHINA (Kwento ng Kasaysayan, Kabayanihan, Kultura at Kaugalian)
The Division will implement various commemorative and educational activities, including Kagitingan ng Lahing Pilipino for the 83rd Araw ng Kagitingan and Philippine Veterans Week, Pamanang Lokal for National Heritage Month, and Husay at Galing, a Division-level Asian Parliamentary Debate for secondary schools. Other programs include Bandila at Kalayaan for the 127th Philippine Independence and National Flag Day, SANGHAYA for History Month, Hiraya commemorating the birth of Andres Bonifacio, and Ang Batang Martir honoring the martyrdom of Jose Rizal.
Project 4A's: Angat ALIVE for Aspiring Achievements
The Musabaqah Skills Exhibition will be conducted, featuring Harf Touch (Arabic Spelling), Imlah (Arabic Dictation), Qur’an Reading, and Naseehah (Oration).
Science RISE : Relevant Interactions for Skills Enhancement
The Catching Up through Science Process Skill-Based Teaching (CSPSBT) program will utilize activities that develop science process skills and administer quarterly Science Process Skill Tests. The *U R BEST* initiative promotes the use of robotics kits in teaching science, includes training for learners and teachers, supports robotics clubs, and encourages participation in competitions. Additionally, the Division will celebrate the National Science and Technology Week.
Science RISE : Project Kultura at Wika
Conduct of monthly celebrations for Buwan ng Panitikan, Buwan ng Wika and Buwan ng Pagbasa.
Project MATHICKAS (MATH IN CONTEXT AND KNOWLEDGE ACQUISITION towards SUCCESS)
The Division will celebrate the International Day of Mathematics and National Statistics Month, while also monitoring school integration of the International Day of Mathematics in DLLs with a focus on SDG 4. Additionally, the Division will conduct the celebration of Science and Mathematics Month.
SKIP TEA (Strengthening Kindergarten and Inclusion Program Towards Educational Advancement)
Conduct of the following activites: -search for best school TALL-DAP implementer -Division culminating activity -Performance Implementation Review of TALL-DAP -monitor the implementation of PPAs.
TEAM CID: Transformative Education and Assessment Management: Curriculum Innovation and Development (TEAM CID) through Outcomes-Based Research
Data analysis and utilization of M\&E results will guide curriculum implementation and enhancement, along with setting direction and providing instructional support. Research proposals will be submitted, studies conducted, and results disseminated accordingly.
SKILLS: (Strengthening Knowledge and Instruction for Lifelong Learning of Students)
The Soar High, Senior High Program will be implemented to promote quality learning and efficient governance. It aims to strengthen partnerships with companies and HEIs/TEIs to provide access to laboratories and learning resources, increase the number of TESDA National Certifications (NC) among learners, and map learners under the curriculum exits program.
Project LEARN- LRMDS (Lead and Extend Assistance in Resource Navigation)
The Division will focus on the development and quality assurance of contextualized learning and assessment materials, conduct a Division LR Expo, hold a conference on storybook writing, and facilitate the cliniquing of Gawad Teodora Alonso entries.
Project RATE (Reinforcing Assessment Towards Excellence)
Quarterly assessment data in all learning areas will be analyzed, alongside the administration of PROFISCALE pre- and post-tests. Test results from quarterly assessments, NAT, ELLNA, NCAE, and A\&E (ALS) will be gathered, analyzed, interpreted, reported, and utilized for instructional improvement.
Curricular and Co-Curricular Competitions
The events for 2025 include the Conduct of the Division Schools Press Conference (DSPC), followed by participation in the Regional Schools Press Conference (RSPC) and the National Schools Press Conference (NSPC). Additionally, there will be the National Campaign for Character Education Tenacity (CACHET) Competition, as well as the Division Science and Technology Fair, which will feature Robotics Competitions. The Regional Science and Technology Fair will also be held, alongside the Search for the Best TALL DAP Implementer. The Division Festival of Talents, covering all areas and categories, will take place, with cliniquing sessions for DFOT winners in Technolympics, Population Development, Musabaqah Skills Exhibition, and the Read-A-Thon in both English and Filipino. Finally, both the Regional and National Festivals of Talents, covering all areas and categories, will be organized.
Instructional Supervision and Technical Assistance
Instructional supervision will include ICT integration and classroom observation to enhance teaching effectiveness. Additionally, there will be the provision of technical assistance, which covers the revised K-12 curriculum implementation, the office performance review (IPCR), and the conduct of coaching and mentoring sessions. To support these efforts, focus group discussions will also be held to gather insights and improve educational practices.
Learners Rights and Protection Program
The establishment of the Learner Rights and Protection Desk will be implemented during the conduct of sports events to ensure the safety and well-being of all participants. Additionally, monitoring and technical assistance will be provided to ensure the functionality of the Child Protection Committee (CPC). Furthermore, the Division will conduct activities in observance of National Children's Month to promote awareness and support for children's rights and welfare.
DRRM POLICIES, PLANS AND STANDARDS
The Division will conduct quarterly conferences on Disaster Risk Reduction and Management (DRRM) to ensure preparedness and response readiness. Additionally, contingency plans will be formulated or enhanced to address potential risks, while the Public Service Continuity Plan will undergo exercises, testing, and regular maintenance to ensure its effectiveness. To further strengthen disaster resilience, Division and School DRRM teams will be established to coordinate and implement disaster management efforts at both levels.
RISK ASSESSMENT
Conduct of School Assessment of Safety and Health Hazards (SASHH) program focus on Safe Learning Environment and Facilities (SLEF); Enhance existing risk assessment Tool.
DRRM PARTNERSHIP PROGRAMS, PROJECTS AND ACTIVITIES
The Fire Safety and Awareness Program (FSAP) will be implemented to promote safety and preparedness in case of fire emergencies. Additionally, the Road Safety Kiddie Park (RSKP) will be set up to educate children on the importance of road safety through interactive learning and activities. These initiatives aim to enhance safety awareness and preparedness within the community.
MULTI-HAZARD DRILLS
Conduct quarterly Nationwide Simultaneous Earthquake Drill (NSED), unannounced earthquake drill and fire drills.
MENTAL HEALTH AND PSYCHOSOCIAL SUPPORT (MHPSS) PROGRAMS
MHPSS/ Psychological First Aid Training and Provision; Establish MHPSS Core Teams in the division and schools, Division MHPSS Helpline and Referral System; Social Media Campaign.
DRRM INFORMATION SYSTEM (DRRMIS)
Monitoring & TA on Rapid Assessment of Damages Report (RADaR)/ DepEd Mobile App; Vetting and Reports Consolidation.
COMPREHENSIVE SCHOOL SAFETY MONITORING
Comprehensive School Safety Onsite or Virtual Monitoring and TA and Program Implementation Review and Performance Assessment (PIRPA).
School-Based Feeding Program (SBFP)
The Division will conduct an orientation and workshop on the School-Based Feeding Program (SBFP), focusing on nutritious food products and the milk feeding component to ensure effective implementation. Resource mobilization efforts will be made to establish partnerships with stakeholders, supporting the program's success. Technical assistance will be provided in the procurement of SBFP nutritious food products and milk products to ensure quality and availability. Additionally, program monitoring will be carried out, along with the provision of technical assistance on SBFP implementation. Support will also be extended in the documentation and liquidation of SBFP funds, ensuring transparency and accountability. The program will culminate with the submission of the Terminal Report, followed by an End of School Year (EOSY) review of the SBFP's implementation to assess its impact and identify areas for improvement.
WASH in Schools (WinS) Program
The process will begin with gathering baseline and endline data through continuous monitoring to assess the progress and effectiveness of the program. This will be followed by the validation of Water, Sanitation, and Hygiene in Schools (WinS) data, with technical assistance provided to ensure accuracy and consistency. Once the data is validated, it will be uploaded to the DepEd Water, Sanitation, and Hygiene in Schools (WinS) Online Monitoring System (OMS) for centralized tracking and reporting.
National Drug Education Program (NDEP)
A seminar and advocacy campaign will be conducted to intensify the dissemination of information about the National Drug Education Program (NDEP), raising awareness and educating stakeholders on its importance. Technical assistance will also be provided to ensure the effective implementation of the NDEP in schools. Furthermore, monitoring and evaluation activities will be carried out to assess the progress and impact of NDEP programs implemented in the schools, ensuring they meet their intended goals.
Adolescent Reproductive Health (ARH)
A seminar or health education session will be conducted to raise awareness on Adolescent Reproductive Health (ARH), providing essential information to students and stakeholders. Additionally, assistance will be provided in the implementation of the ARH program to ensure it is effectively integrated and carried out in schools, promoting healthy behaviors and informed decision-making among adolescents.
Mental Health Program (MHP)
Health education on mental health will be conducted through a symposium or seminar, aiming to raise awareness and provide crucial information on mental well-being. In addition, consultations will be offered to individuals, with referrals to identified mental health personnel for further support and intervention, ensuring access to the necessary resources for students and staff.
Gulayan sa Paaralan
Monitoring and provision of TA on the implementation of Gulayan sa Paaralan Program (GPP).
Medical, Dental and Nursing Services (MDNS)
The provision of medical supplies and services will be ensured for both personnel and learners to meet their health needs. Dental services will also be offered to both personnel and learners, alongside the implementation of toothbrush drills and other related dental activities to promote oral hygiene. Additionally, the program will support the implementation of deworming activities and assist with the Influenza vaccination/School-Based Immunization Program (SBI) to protect against preventable diseases. Annual physical examinations will be conducted for teaching and non-teaching personnel to monitor their health. Finally, the calibration of the SDO clinic equipment will be carried out to ensure its proper functioning and readiness for use.
Youth Formation Program Management and Implementation
The activities for youth engagement and leadership development include "Kabataan Kwento’t Halubilo," a monthly kamustahan for youth leaders in Santa Rosa City, fostering communication and collaboration. The election of Division Federated Learner Government Officers for SY 2025-2026 will take place, allowing students to actively participate in governance. The Youth Summit 2025 will gather young individuals for leadership and personal growth. The Rosenian Youth Leadership Excellence Awards (RYLEA) 2025 will recognize outstanding youth leaders in the community.
Ongoing monitoring of youth-related programs, projects, and activities (PPAs) will ensure their effectiveness and impact. "Paghubog: Teacher-Adviser Enhancement Program for SY 2025-2026" will be conducted to further develop the skills of teacher-advisers in guiding students. The Rosenian USAD (Unite, Share, Act, and Discover) Tayo Division Workshop will focus on crafting a localized youth agenda for FY 2025-2027, empowering youth to shape their future. Finally, the Youth Camp 2025 will provide an immersive experience for young individuals to develop leadership and teamwork skills.
Youth for Environment in Schools Organization (YES-O) Program
The activities for 2025 include "Saribuhay 2025," an event focused on promoting the value of life through various youth-centered programs. The "Pagwilig: Youth for Environment in Schools-Organization (YES-O) Advisers Training Program SY 2025-2026" will provide training to advisers, equipping them with the necessary skills to guide and inspire students in environmental initiatives. Additionally, the elections for Division Federated YES-O Officers for SY 2025-2026 will be held, giving students the opportunity to take on leadership roles in promoting environmental awareness and action within the school community.
Barkada Kontra Droga Program
In 2025, "Kabatiran 2025" will be held, an event aimed at enhancing knowledge and awareness among the youth on various important issues. Additionally, the elections for Division Federated Barkada Kontra Droga (BKD) Officers for SY 2025-2026 will take place, providing students with the chance to take leadership roles in promoting drug prevention and awareness programs within their schools and communities.
Career Guidance Program
A Career Fair and Career Talk will be held for Grades 10, 11, and 12, offering students a chance to explore various career opportunities and gain insights from professionals in different fields. Additionally, the monitoring of the Career Guidance Program will be conducted, focusing on the curriculum exits for Senior High School graduates of SY 2024-2025, to evaluate the effectiveness of career guidance in preparing students for their post-graduation paths.
The management responsibilities for the SDO office in 2025 will include conducting regular meetings and quarterly program performance reviews to assess progress and ensure goals are being met.
Preparation, consolidation, and submission of the Calendar Year (CY) 2025 SDO Office Performance Commitment and Rating Form (OPCRF) and Individual Performance Commitment and Review Forms (IPCRFs) will be managed, ensuring their alignment with the 4 cycles of the Results-Based Performance Management System (RPMS).
Additionally, the preparation, consolidation, and submission of the 2025 SDO Annual Implementation Plan (AIP), Work and Financial Plan (WFP), and Project Procurement Management Plan (PPMP) will be handled. The procurement of various SDO office supplies, materials, and equipment will be managed effectively, along with the utilization and liquidation of downloaded Special Allotment Release Orders (SAROs).
Efficient management of walk-in and online clients will be prioritized, along with providing appropriate technical assistance, preparing necessary comments, replies, indorsements, memoranda, orders, and reports as required by existing laws and DepEd issuances. The SDO record/data management system will also be overseen to ensure proper documentation and organization.
Monitoring of the SDO schedule of activities and attendance to professional development programs, including meetings and orientations, will be carried out. Furthermore, the management and monitoring of national and local assessments will be ensured. Lastly, the NQMS Mid-Year and Year-End Management Review will be conducted to evaluate performance and provide recommendations for improvement.

STRIKE (Systematic & Timely Result Intake for Effectiveness)
Prepare, enhance, and quality assure the existing tools in the monitoring and evaluation (M&E) of various Programs, Projects, and Activities (PPAs) of SDO. Prepare and submit M&E reports of findings in the implementation of various SDO PPAs as a basis for continuous improvement, innovations, and policy recommendations. Quality Assurance of submitted PPAs and Professional Development Programs (PDPs) M&E Plan of SDO and schools. Manage the conduct of Field Technical Assistance Division (FTAD) activities to schools, specifically the School-Based Management (SBM) degree of manifestation of public schools.
PRIME HRM (RSP)
Conduct of orientation, demo teaching, and teacher reflection for non-teaching staff. Conduct of potential and behavioral event interview. Conduct of capacity building on career progression. Conduct division workshop on the preparation and consolidation of FY 2024 year-end financial reports, FY 2025 mid-year financial reports, and year-end assessment and pre-closing activity.
